With this re-edit I cropped the original image in Lightroom Classic and sent it into Topaz Labs Studio 2.
I've created some pre-sets there (which Topaz calls 'Looks') that apply a number of filters to the image.
For this 'Look' I applied a combination of 7 filters: AI ReMix (Neon Rise), Glow, Motion Blur, Radiance, Colour Overlay, Brightness Contrast and Digital Frame. Each of the filter has various settings, and you can adjust each filter's opacity and blend mode. (You can also change the order in which they are applied).
After exporting the file back to Lightroom, I sent it to Photoshop where I applied our logo/ watermark (which is actually a Brush). As far as I can recall, that was it. Simple...
Sadly, Topaz Labs stopped selling Studio 2 some time back and it is now a legacy (and unsupported) app.
(It's one of my most used creative tools. I also like using DxO Nik Collection/ FilmPack for creative stuff).
