Keep it short.
Finally getting RP with kit lens from daughter back she borrowed it for a few weeks 14 months ago....
Anyway daughter in law wants to get into low light photography as does a good mate. Budget up to $3000 new or used.
Both are gonna borrow RP to see if they want to take plunge into photography then buy.

Ive suggested used R6 mark1 with 24/105 f4 I dont think its overkill some may say not a beginner camera talking Australian dollars.

Thats about $2100 US dollars.

I think the R6 would be a good choice. The R6II even better. The 24-105 F4 A very good lens. The RF version, A much improved lens then the old EF lens. As for low light? This pic taken with the R5 and 24-105 F 2.8. No edit. Just converted with DPP. RJ

$2,100 USD is a big ask for a good camera and lens combo.

The original R6 run just over $1,600 on the Canon Refurb site. The R6 mkII about $1,800.

The 24-105 F4 is usually right around $1,000 - $1,100 even on the refurb site.

The 28-70 f2.8 is listed at $829 right now.

But all of that stuff is out of stock and usually sells out quick so you have to watch the refurb site every day.

You might be able to get a camera and lens combo on the secondary market, but then you're taking your chances on the condition and how much abuse it has had.

The RP isn't a bad little camera for stills work. As long as you don't need to shoot at high fps, and are happy with 1080p video and not 4k. It doesn't have the more advanced auto focus and tracking systems that the newer cameras have.

What kind of low light shooting does your daughter and daughter in law want to do? There's a big different between doing static night scape and concerts or dance shows in a dark theatre.

I have a Laowa Argus Full Frame 35 mm f/0.95 lens in RF mount. It's a manual lens but takes good photos and takes in a lot of light. It's about $650.
 
Ive bought some used gear no issues.
Ya see cheap used r6 mark 1s everywhere hereabout lens yeah might be a stretch
