Crop or Upscale for web presentation?

The picture posted above is a link to flickr. I did not upload the file here. The file size is less than 8 MP because I have uploaded this picture to Instagram which does not accept anything bigger than 8 MP.

As far as I know, if you upload the file here, this site downsizes it. I posted the link so you can appreciate all the details in Flickr.

Here are the site specs. I thought it was 1600 which is really not a big deal.

The maximum resolution we support for image uploads as attachments is 2048px. Images larger than this will be automatically resized.
 
Just a test out of curiosity. This is ISO 20,000 file taken with the 7D2.

Applied Denoise AI. Cropped to 3040 by 2026 and exported at 1600 on the long side. No upscaling for this or the next file.

I was looking for something else and found this. The basics but another video that may be good to keep around for a reference.

I decided to try it out. I could not get closer and when I did approach a bit it flew off. I cropped below export size, applied it and exported. I would not print or put it on the wall but for fun it was OK.
