Making a film clip out of stills... anything other than animated GIF?

I have some bursts that I took with the R3 that I'd like to make a video out of. These are RAWs at 195 FPS but they are not in a RAW Burst. Doesn't look like there is a way in DPP to make a movie from them. I do have an old copy of Photoshop, so making an animated GIF is a possibility. Are there any other common options? I see there's a way to do it in iMovie but I don't know how fast they can switch.
 
Mac. I just tried it in iMovie but it looks like the duration can't go lower than 0.1 seconds. It's not terrible but I'd like it to be quicker. If I try to go smaller, it rounds to zero or 0.1.

You'd think 195 frames/second would create a pretty smooth tennis serve video. Not so, with the top players.
 
I personally don't know much about Mac's but a friend of mine uses Mac and suggested iMovie. He did say the frame rate wasn't the best. I ask if he found any free app's that were better.
 
To convert a burst into animation (after post-processing in JPEG) I use the site https://ezgif.com/webp-maker. The Webp format is much better than Gif. It can be viewed with a web browser or a tool like XnView-MP.
 
Ok, he said each of these have free applications but not all the functionality is available unless you opt for the pay version...... but what you are proposing can be accomplished with each one of these free.

PowerDirector Essential
DaVinci Resolve but you need a fairly robust system for it to run smoothly
